Computer not booting

Hey guys, would like some assistance if possible.

It's a Dell C521 and the problem is as follows...

Turn the computer on, it then powers on but doesn't show the usual green power light but only shows orange. You then hear loud noise from the fans and nothing else, computer doesn't boot, nor do you get any images showing on screen.

Could this be a power supply issue? Any help is appreciated.
 
Could be anthing at this stage. If your using a graphics card then try using the onboard GPU... Then try booting the system with one stick of RAM at a time. Also try a CMOS reset. If all the above fail then I would test another PSU if you can or get hold of a PSU tester to check the voltages your PSU is putting out. These can be picked up cheap enough and will serve you well as PSU problems can often be difficult to isolate unless it just fails.. full stop. Hope this helps.

I'm not using a graphics card and currently have the monitor plugged into the onboard GPU.

I will try one RAM stick at a time and see how that goes.
 
I took the battery out for at least 30 seconds to clear the CMOS, but unfortunately am still experiencing the same problem.

I have access to ATX PSU's, I assume this will still be compatible with the Dell BTX motherboard.
