Computer not booting...

Hi Guys, need a little help trying to diagnose this problem,

PC turns on but doesn't boot, screen is blank.

On my Radeon X1800, the two little red leds are lit, I believe one says 'fail' and the other 'ext pwr' these also stay on when I remove the power connector for the card.

Im thinking a new PSU or new GFX card, but not sure, any ideas?

I recall the lights refer to a power problem..

Check the power supply is supplying the correct voltages using a multimeter - Here's how :

Try also re-seating the card and the connectors.

Make sure the both 20/24 pin ATX connector and 4/8pin supplementary power connectors are in place and haven't come out.
