Computer stuck on static IP causing problems?

Hey, so my room mate just got his PC shipped over from his old place and as soon as we connected it to the network we started getting problems with other stuff dropping out, trouble shooting them says it's an IP problem. One thing I've noticed in the router settings is that his PC is tagged as having a static IP but his network adapter properties aren't set to static. Any ideas what's going on?
 
It takes 192.168.1.3

I don't know why it would cause a problem, everything else is on dynamic so there shouldn't really be any conflicts. It's just the only irregularity I've got to go on. When we first plugged it into the router, it wouldn't connect, just did a windows trouble shoot on it which said something about DHCP which it then auto fixed and it worked.

Basically as soon as it connected something else would lose connection, unconnected it and that device would instantly reconnect.
