Computer Temp, Very Loud

Currently my pc temp is around the 59degrees mark, is this to high? Also my pc is quite loud. Any good tips or mods for making it as noiseless as possible?

My setup:
Power Supply - Antec TruePower 400w
HDD - 180GB Drive, 34GB Rapter Drive (10,000rpm)
Fans - 180mm rear, 80mm front
Processor - 3.2 Intel P4 with standard in-box heatsink and fan
Memory - 1GB duel
Video - XFX Geforce 6600 GT
Sound - Creative Sound Blaster Audigy 7.1 Value
Disk Drives - LG DVD-ROM, Lite-on DVD Writer
TV Card - Nebular Electronics Freeview TV PCI Card

Yep, buy the arctic freezer 7, akasa amber fans and the zalman graphics cooler. And an enclosure for the raptor.

Find whats making the most noise, and buy the corresponding product if you can't afford them all, that way you'll see the biggest effect for the minimal cost
