Computer unable to reset itself.

Hi fellas,
I have recently got my PC updated with a new mobo, cpu and ram. New specs below:

CPU: i7 3820
Mobo: Asrock x79 extreme3
Ram: Crucial Ballistix Tactical Tracer 8GB
GPU: Nvidia 470
HD: 2x 500gb Satadrives (from old pc)
Power Supply: 1000w OCZ ProXstream

I was able to successfully put all the new stuff together and boot up the pc on the first go. However, when installing vista, when prompted to reset my PC could not reset itself and stuck on a black screen until I actually power it off. I managed to install vista, but the actual reset button would not respond nor the windows reset (black screen like previously). Is there something wrong with my Mobo or is there a setting within the bios? Much appreciated fellas!
 
Why would you install vista on a high end PC? sounds like the Installation of vista but try updating the BIOS and ensure the restart button is connected correctly to the headers, just to cover all angles. hope that helps.
