I would like to upgrade new a Asus motherboard, i7 CPU, and 8GB RAM. I think everything else is fine.

My budget is tight about £400-£450

What do you suggest?

Current spec of my PC:

AMD Phenom II X4 945 3GHz
4.0GB Dual-Channel DDR2
ATI Radeon HD 5670
120GB Samsung SSD (for OS)
1TB Samsung Hard Drive
Motherboard: ASUSTeK Computer INC. M3A78-T
CORSAIR HX 520W MODULAR PSU
OS: Windows 8.1

I do: Video Encoding, Web Development, VirtualBox, etc.

I don't play games.

If you are not going to OC, why not something like this (the cooler is just for noise/heat reducation):

YOUR BASKET
1 x Intel Core i7-4790 3.60GHz (Haswell) Socket LGA1150 Processor - Retail £239.99
1 x Gigabyte Z97-HD3 Intel Z97 (Socket 1150) DDR3 ATX Motherboard £79.99
1 x TeamGroup Vulcan RED 8GB (2x4GB) DDR3 PC3-19200C11 2400MHz Dual Channel Kit (TLRED38G2400HC11CDC01) £59.99
1 x Raijintek Themis Direct Contact CPU Cooler £19.99
Total : £409.56 (includes shipping : £8.00).

I assume you're case can support ATX boards and 160mm high coolers? :)

The processor in the bundle is the "K" version which is unlocked for Overclocking, in the future this could be good due to having the option to overclock for that extra performance if ever required nothing is forcing you to overclock.

Being the "K" edition this runs at 4Ghz with a Turbo Boost of 4.4Ghz, alternatively as linked above the 4790 standard runs 3.6ghz with a 4ghz boost, So for video encoding this extra grunt will reduce encoding times for example over the standard version whilst being more future propf.

As for the board the only thing about it specially for gaming is the SLI capability (2Gfx cards) but again the option is there. It has a 4 year warrently, has plenty of Sata ports, USB 3, and supports Ram speeds above and beyond 2400mhz, looks pretty too always a bonus.

Also with this bundle you can claim £25 cash back http://www.overclockers.co.uk/LP/gigabyte-cashback-promo.php

Is Corsair RM Series 450W is enough for 8GB (2x4GB) Corsair DDR3, Intel Quad Core i7 4790K, Asus Z97 Motherboard, 1 SSD, 1 HHD, and maybe low-end graphic card in the future?

At the moment your PSU is still a fine choice! HX520 HX620 HX1000 are all legends of their league.
You can still use the old graphics card as you dont play games. I7 4790K + decent Z97 motherboard + 8Gb is totally within your reach.

HX520 is great but the PSU is quite hot now. The fan are blowing warm air.

Which is better graphic, ATI Radeon HD 5670 card or onbord graphic from Asus MAXIMUS VII RANGER Z97 ?
