Computer will not boot correctly

I have a strange issue which I can't figure out at all. My computer boots to windows but then will only load half of the toolbar programmes. Chrome and explorer.exe will be useable but other programmes will not even open. Any help would be much appreciated.

After waiting a good 5 minutes all apps open and it becomes usable, even more confused.

taskmanager, check HDD useage?

We've been having this issue at work with them being very very slow.

HDD maxed out at 100% and in one case, a linux USB showed a faulty drive.

Task manager is one programmes I can't open but I think I've narrowed it down to windows defender. Just need one more reboot to hopefully confirm.

Edit- Yes it is Windows Defender, I've disabled below and now it boots fine.
