Computer will not power down

Hello, i rebuilt a computer for my mother and the problem is that when you go start shutdown and shutdown again, the computer shuts off, but everything is left on, and the screen says, it is now safe to switch of your computer, any ideas?

Check your power options within the BIOS of the computer, part of the ATX Powershut down sequence has probably been disabled or set incorrectly within the BIOS, check your motherboards manual in order to find out the correct BIOS settings.
