Computer wont boot - Instant restarts

Hey guys just wondering if anyone could help me out with the issue i'm having with a pc at the moment. I bought a barebones rig from OcUK about 2 years ago for a family member and it was working fine until recently when it stopped booting properly. The computer will turn on but as soon as it does it will just constantly restart indefinitely. Is anybody able to shed a bit of light on what the possible reason for this is? Is it possibly the mobo is dead?

"Primo PLUS 510i" Intel H61 DDR3 Ready Barebones (Socket 1155) was the barebones I bought but it's been discontinued so I dont know the exact specs from OcUK's website
 
Nothing comes up on the screen when it tries to boot. There's about 4 seconds between each boot attempt. Cleared the cmos but it didn't seem to improve the problem at all the pc still restarts constantly
 
Unfortunately the computer wont even register that i've pressed a key instead it just carries on in a restart loop. Is it most likely to be a motherboard issue out of anything?
