Computer wont boot

Hi
My wife unplugged from the mains my sons pc whilst it was in standby mode,when he came to turn it on this morning after said incident, it posts as far as the screen asking if you want to start in safe mode or as normal,if you choose either option it just stays as a black screen ,with the mouse cursor on which you can move but wont post into windows ,does any one have any ideas ,sorry i am not very good with the software side of thing.Thanks

Thanks for replies ,sorry did not respond ,I was very busy last week ,I tried all different things,ended up doing clean install ,the hard drive was usual teenagers mess ,now with clean install reload of all his favourites ,wow ,starcraft 2 league of legends etc ,all is running again ,the insides of his pc ,had enough fluff to stuff a pillow also ,so thanks again for peoples usual great help,
