Computer won't power on.

I'm at a loss here. I got a new ryzen 3700x CPU, the Tomahawk max b450 MB and 16 GB DDR 4 RAM.
I installed it all in my old case and there was signs of life. Nothing was booting up, but the fans and lights were all on. Then after a while of switching it on/off it refused to power on. I checked the PWR Switch and that was all in the right place. It wasn't my power supply because I plugged my old motherboard in and it was working. So I thought maybe the motherboard was dead, so I got a replacement, but there was no difference. It refused to show any signs of life.
Just recently I bought a new tower case and a new 850w corsair semi modular PSU. I plugged in the basics (ATX cable plugged in all the way, CPU PWR plugged in and the front case pins are alll in the correct place. But again there is no signs of life. Shouldn't there be an LED on the motherboard or something? I don't really know what to do next.
 
Shorting? What could cause that? So power it on when its out the case?

It's a common problem. Could be a standoff or something.

Yeah, put the motherboard on the box and try to power on there. If it works, it's shorting on the case. Don't overtighten the motherboard screws.

would you have to short PSW SW pins with screwdriver to power it?
