Computer wont start - video of issue

Hi guys.

The computer was recently sent for repair under warranty. Received it couple of days ago and tried to power it up only for it to have the same issue for what it was originally sent off for. I got an email response from them confirming the computer wouldnt start but that the problem was fixed by reinstalling windows. So what do you guys think the problem is? Firstly Im sure we can rule out a corrupted windows.
Secondly nothing but the power cord is attached to the computer.

2,Spec would be helpful.

3, If you’ve not got a monitor plugged in, how do you know it’s not starting? ;)
 
can you take the side panel off without avoiding your warranty? If so check if everything is plugged in properly and take CMOS battery out for few minutes. Then put it back in, restart and see what happens. It appears that there is an error code on the mobo which could be to various reason. I had a similar issue when Ram wasn't all the way in or in my old q6600 build when motherboard had a short.

Of course if above invalidates your warranty then sending it back is your only option if you want to retain warranty.

UPDATE
By the way, I think they said they reinstalled windows just to put something on the form so they don't look bad. To me, this is an absurd diagnosis if the computer had the same issue before cutting off power shortly after powering it on...

Also as Scania said specs would be give an idea on where to start

Tried the CMOS battery. Issue still persists. Why would they bother returning the computer if they didnt even look at it. Odd. I did check for any lose components but everything seems okay.

Oddly enough. I disconnected the computer from everything and left it laying on the bed. Came back to it a while later and decided one more go and it came on but this time with a singular beep. Attached monitor cable to it but am getting no signal. Dont want to switch it off incase it refuses to come back on.
