Confused about CPU+GPU utilisation

So, had a gtx 980 and have been playing a bit of division on it. Ran benchmarking and it showed 60% cpu utilisation, 98% gpu as a max.

I since decided to get a gtx 1080 since another place had them for a pretty reasonable price. Ran the same benchmark, same settings, all other hardware the same and I'm getting 100% cpu and 100% gpu. What gives?!

Surely with the same settings (everything maxed at 1080p, 144hz) utilisation should be lower with the new card?

Frame rates were about the same. Cpu is an i5 4690k. 16gb RAM.
 
Unless you've set it otherwise, hardware should work flat out to complete any task it's asked to do, so it's no surprise to see utilisation sitting near or at 100%. Frame rates likely wouldn't have been the same, despite appearances. The GPU is working flat out, and because it's a better performing card it's doing more work, which means that the CPU is then not being bottlenecked by the GPU in that task, which means it in turn can now do more work, and reach full utilisation. That's what *should* be happening, unless something weird is going on :p
 
Well I did think that but just found it odd that the old GPU was only 'maxing out' at 98% in that case!
