When it comes down to cas, etc. What am I really looking at in performance?

2400MHz RAM Speed, CAS 11-13-13-31 Timings, 1.50-1.65v VDIMM
2400MHz RAM Speed, CAS 10-12-12-31 Timings, 1.65v VDIMM
Seems in this they are one point in both directions. Is there more performance in the first number being lower or the middle ones?
Is there any performance or anything changed at all?
