I'm currently with O2 on a rolling monthly contract (£25.00). But since BT merged with EE, I get can get a discount monthly SIM for £13. My next O2 bill is on the 25th.

So what's the best way to transfer without paying twice? Get a PAC code on the 21st and order the EE sim?

What's the T&C's say on your current one? Can you leave mid term with no fees?

Otherwise, you could get the new SIM a few days before and book the PAC swap for the 25th

If it' a rolling monthly contract, he'll not have to really worry that much about fees

The PAC is valid for 30 days so you can get it whenever you want and nothing will happen with your existing provider until the PAC is used.
Then when it is used they'll give you a date when your number will be ported and they'll be an hour or so when you won't be able to use your phone until the number is ported.
As you're on a rolling monthly and you've already paid for last month then you can go with your new provider whenever you want.

When I left O2 I was sent this ...

We're sorry you’re leaving us.

Your number XXXXXXXXX be disconnected on XX/XX/XXXX, as you requested.

Once your number's been disconnected, we'll generate your final bill within 14 working days. You'll need to settle any outstanding balance on your account, so make sure you don’t cancel your Direct Debit until your final payment has been taken. If you cancel your Direct Debit beforehand, you’ll need to call us to pay your final bill.

If your final bill is in credit of £5 or more, we’ll automatically refund it 30 days after the date on your bill. If you’re due a refund and have already cancelled your Direct Debit, you’ll need to call us so we can arrange payment another way, as we won’t be able to process it via BACS.

I was refunded £6 when the final bill came through.

So my bill is on the 25th each month. I should request a new SIM from EE on 21st, hopefully it'll be delivered within a few days. Then request a PAC code and switch over on 24th?

So your bill is the 25th, and you've already paid.

I'd request the PAC code now, you'll get it straight away in a text message. Then go to EE and as you go through checkout process you have a box where you can add your PAC code as you place the order. No need to wait for the SIM to arrive and then send them the PAC details. Do it at the same time. And during checkout you can ask for phsyical or if your phone is supported, an e-sim. Easy peasy! You'll be on EE pretty quickly either way and the number porting should happen quickly. A top tip, as EE support told me this. Once you're on the EE sim, make about 5 calls in and out from the phone about a minute long. That'll bump it up the porting list (apparently).

But personally I'd think if you ordered now and included the PAC code during checkout process there's no reason why it can't all be done and dusted before the 25th.
