Confused on fans

I have 2x 4 pin PWM fans that were supposed to be used with a radiator but now being used as intakes. Problem is one can go into a 4 pin header and the other is too short to reach any but can reach 3 pin with some help.

I want the intakes running 100% all the time so am I right in thinking these need to go on the 3 pin motherboard slots so they aren't controlled via the bios.
It's a gigabyte z87x-oc and I presume you cannot manually set individual fan speeds.

If this is the case can I just get a fan controller and run them 100% that way?

Thanks. Another option.... the reason I have an issue is the cables are too short to reach the fan headers. I could connect both to a PWM splitter x2 and connect to the SYS_FAN1 header, I read in mobo manual I can manually set speed of all sys fans or by setting disable will run them 100%. Wasn't aware of this yesterday, didn't even know I had the cable!

Using a splitter will split the supply to each fan connected (I think, correct me if I'm wrong). So if you're adamant on having them running full speed then I'd go with a molex.
