Confused over CPU-Z output

Hi,

CPU-Z gives a read out of ~2ghz for my CPU shouldn't it be around 3ghz?

Am I missing something?

Will speedstep ramp the processor up when it extra demands are needed by the system? If so, then is there any advantage to turning it off?
 
When the CPU is idling it will reduce the multi lowering heat outputted and using less energy. It will ramp up the clock speed when an intensive task is taking place.

You only need to turn it off if your overclocking as it could reduce stability.
