confused: tube size road bike 700c

Hi, I have a standard road bike with a 700c wheel and 25mm gatorskins. Which tube size do I need or is more suitable (Continental Race 28):

700 x 25-32 or
700 x 20-25

I'd probably go smaller. They can always stretch a bit, and smaller ones will be lighter if nothing else.

i'd go for the 20-25, 25-32 is likely to be a pain to fit
