would get a scythe ninja over the ac7 pro, its an exellent cooler true (have one myself atm) , but i would , when buying one of the best chips, also get the best cooler... Unless you're not plannign to overclock, then ac7 is mroe than enough, a ninja might help for about 150 mhz tho ( better cooling= higher voltage= better overclock)

i would get a lower conroe and a 1900xt instead personally, graphics cards produce the biggest difference. you may even have a enough money left over for better ram mobo fans or what ever, or a cooler for the graphics card.

If you can stretch your budge a bit, get the X1900 on Weekly Deal
And also for cooler, go for Scythe Infinity or Thermalright 120 Ultra
Your ram, mobo, PSU are all fine, oh get some AS5 too ;)
