Constant Screen Tear In Middle Of Screen??

I have just this week done a complete OS drive format and fresh install of Windows 7, i have installed all my progams i had on before and think Win7 has now finish installing its billion update. But i have noticed a constant screen tear horizontally across the middle of the screen, which i never had before. I have a Dell 2405FPW monitor and an AMD 6970 using the lastest drivers (not beta), if i have a window open (not fullscreen mode) and i drag it across the screen i cant blatantly see the tear and it cause the vertical edges of the window to be disjointed and not a straight line, obviously taking a picture doesnt show this and it looks normal. Any ideas why ive started to have this problem??
