Consultant needs Help!

I have a tower PC and the top fan started to slow down making an enoying sound. So, having powered off, I removed the side cover and laid the PC down - perfect. After a couple of days I stood the tower up again - minus the panel- and within two hours the fan was struggling noisily again.

Suggestions please to the reason and a solution.

Thank you for the suggestions - I forgot to mention that replacing the PC on its side stopped the noise and the fan has returned to full speed!

What size is the fan?

It measures 5" across.
