Contour graph software

Does anyone know if there is any free/open source software that allows me to create contour graphs? What im looking for is something that will allow me to create things like:

I have a project starting next month and I'm just comming up with idea of things to do, what I would like to do is be able to accurately map the my wi-fi signal strength at set intervals through the ground floor of my house, and then be able to create an accurate graph like that with floor plans overlayed.

I have quickly tried playing arround with excel with a small set up of made up figures and it was too blocky with way too little accuracy. What I would like to be able to do is find a program that allows me to define what value would equal red, what would equal green and just input the data and let it calculate all the shading and such itslef.

Are there any free/open source programs that can do this (I don't need the program to collect the wifi data, just produce the graph using data I will collect from a separate program).
