Is there any type of software that will let me turn the speed down on my fans in my PC ?

Speedfan doesn't work att all , would like to quieten it down when watching a movie thats all

How are they connected?

If they are 4pin molex then your stuck at full without a hardware option. Either way Id stump for a cheap fan controller. theres some nice little floppy bay ones that can control 3 or 4 fans.

I have recently bought a Zalmann fan controller (from here). Its the 5 1/4" bay ones. Apart from that the LEDs dont work (I really should RMA it) but the actual controlled works really well.

This motherboard has very capable fan control, go into the BIOS, select uGuru, then select Abit EQ, then FanEQ control. You want the Fans to only speed up when the system gets hot, so adjust the values accordingly.

Speedfan should work, just make sure all you fans are plugged into the 3pin connectors on the motherboard, make sure you turn off all the motherboard fan control.. then load speedfan up and should control them (might have to download 4.34 version)
