Control Intel Xeon s1155 CPU clock + volts from windows

As title, running this CPU in a server board (c202 chipset), so no overclocking features are available in the bios. And also for some reason my cpu (1270 v1) and my asus p8b-x don't play nice together so I cannot enable power saving features such as speed step technology.

SO I want a way that from windows will let me choose the CPU Voltage and Speed, that way I can force it to run at 2.4ghz for example at a lower voltage to create a sort of home made low voltage version of the CPU

Thoughts please and software suggestions to let me do this.
