Controller versus mouse and KB

Does it get a lot easier the more one plays or is it just the nature of controllers to be harder to target the enemy?

thanks guys that was interesting reading.
I dont like fast FPS like Quake Unreal etc so maybe for Graw Cod and Rainbow its looking good.
