Controlling a large amount of case fans

So my system currently has 15x 120mm fans and 4x 80mm fans. I am finding it a challenge keeping a tidy system. I am currently using 2 fan controllers to control some of them, but I am wondering if there are any other sort of devices that can control a large number of fans and keep them running at full speed.

Im open to suggestions on how to deal with this number of fans, as at the moment I seem to have endless daisy chains of wiring.

6x 120mm front
3x 120mm opposite site of front radiator
3x 120mm roof
3x 120mm rear
2x 80mm side of mobo trays (both sides, so 4x) you can see them in second pic.

So there you go, 19 fans :)
 
I recently spied some little PCB's with six 3 pin fan headers on them, powered by a molex, Fan Power Distribution Board. They are only a fiver or so, so I might have a try with one of those. The only thing I dont want is for 3 of the fans to be full speed and for 3 to be on 'silent' mode, im sure ive seen that before and its not quite what im looking for.
