Convert photos of documents into PDFs

I currently use the Microsoft lens mobile app to convert hardcopy documents into PDFs. It does a good job of realignment and the resulting files aren't too big.

However, this doesn't work for existing photos of documents, only when using the camera. Is there any freeware that will do a similar job for existing photos of documents?

Obviously can just use snipping tool and word but this doesn't help realignment or file size.
 
Which platform are you using?
As the Android version of 'Microsoft Lens PDF Scanner' displays your photo gallery just above the capture button allowing you to select existing images.
Otherwise you can 'Print to PDF' directly from within the (Google) Photos app, although this doesn't do any form of OCR etc.

Alternatively there's Adobe Scan, which works reasonably well.
