Convert scart to VGA/DVI?

I want to plug a device, such as a freeview box, into my HP LCD screen.

I understand it's possible?
I've seen a few different converter boxes available but how well do they work?
I've also seen some cables with scart one end and VGA the other - I can't see how they would work though without something converting the signal.

What's the cheapest way to do it?

Any advice would be great
