Do the fans on cooling tables suck hot air away from the bottom of the laptop or blow air onto the bottom of it?

Im thinking about making my own with a few fans and powering it by batteries.

blow air up under the laptop. as fans on laptops (ones I have had) all suck air in from the bottom. The out the back or side.

Does anyone use laptop coolers? If so whats the best for a 15.4"... or would it all depend on the hot spots and fans on the laptop.
