No, it appears to be a functional cooler for cooling a proper desktop chip.

Someone in their wisdom believes people want a computer inside their computer to use instead of (maybe at the same time as?) the main system.

Not really seeing the practical side when you think about the cabling needed to connect it up.

Also, WiFi inside a metal case? Wat?

I think your all missing the point, they have no intention of selling it. It was something cool to show on there stand to get some publicity, mission accomplished.
