Cooling Fans

I was wondering if anyone knew about some software that I might be able to get, now I have 4 fans at the moment but only 2 are powered.

I have the others off as they're loud as hell, so I want to know if you can get any software that can manage the speed? maybe? I can do this with 2 of my fans through the BIOS but the others are just powered buy the PSU.

If this isn't possible, is there any decent silent ones with good cooling?

If i have to buy new ones i'd like to replace all of the old ones too, I'm looking at spending around £4-£5 per fan, unless i can make the others quiet without sacrificing cooling.
 
Either buy new PWM fans instead then use a fan splitter to be able to control all of the fans or buy a 5'25" fan controller that can control all of your case fans by voltage. If you get a fan controller with temperature probes then you can make the fans controlled by temperature. Try the Bitfenix Record (an added benefit Is that you can control it from the internet)
