cooling not having effect

i bought an akasa Viper fan for my heatsink, and the speeds are normally quite low (about 750RPM). it's PWM so i installed Speedfan to see if i could make it faster. Speedfan told me the fan was at 29% speed, so i brought that up to 75% (through advanced tab to about 1400RPM). however, processor temperatures are still at around 46 degrees, despite the increased fan speeds for prolonged amounts of time...

i have Core 2 Quad Q6600 overclocked to 3.2ghz and a pretty basic heatsink.

there are 3 fans in the case (if that helps), front, top and rear.
 
sorry for the delay... i forgot about this. anyway, here's the answers to near enough everybody's questions:

> It's a Corsiar A50 heatsink, but i replaced the fan because the original was too loud.

> Idle Temps are around 44-46 degrees, with load (gaming or 3d modelling) pushing it up to about 53-55 degrees.

> The case is a Thermaltake Element T.

> Ambient temps are around 27-29 degrees (when i use the machine most)

> the heatsink is mounted properly, with an average covering of thermal paste as well

The only problem is, if i get a new heatsink, i'll have to think about RAM clearance. the ram isn't particularly tall, but the current heatsink puts the fan almost touching the RAM...

so would it make much of a difference to add another fan onto the heatsink, or would i just be wasting time and money? or maybe i should just buy a fan for my room instead...
