Cooling options

I have the build in my profile, with 3 fans on the front of the case as intake, and 3 on the top and 1 on the rear for exhaust. The pc runs pretty hot (mid 80s on the GPU when gaming) and that's with the fans on max speed (therefore loud).

I have looked at a cpu cooler to add to the build, but that presumably would do nothing to help the gpu? I'm guessing I need to look at water cooling to make a decent difference? If so, I have no idea how to install one and wouldn't be confident in doing so. I also don't want to send off the pc via courier, so I'm guessing the best bet is to try and find a local shop that would install one for me?
 
The top 3 are exhaust. If I place my hand on them then the top of the case is very warm, so I'm fairly confident they are the correct way round. I've seen that the 3090s do get very warm, but I also have a very warm home office, which isn't a great combo.

I did wonder if a bigger case would help, as I have seen people get better aircooled temps. I've tried several different coolers, but with the noise also being an issue, I feel like water cooled may be the way forward?
 
I had someone overclock my pc a while back. Interestingly the power limit (%) was on max, so I have dropped that down - probably wasn't helping the situation.

I do think it runs hot, as it really heats up my office. I probably should try and find a pc shop around here to take a look at it.
