Copy files takes ages with loads of RAM ?

This is something that I have noticed with my 2 main systems.

When I am copying files over from one drive to another, and I am, lets say, copying an entire folder full of files, but I know that most of the files are already in both fodlers, but there are a handful of files that are new, then it should only really need to copy over the files that are new, or rather not present in the destination, however, it seems to load in a whole load of files that can take a short while, it then tells me that there are XXX files that are already present do I want to overwrite or skip etc, and I select skip, but it still then goes on to load a whole bunch of the files from the source, rather than simply ignoring them, and only copyign the files it needs to!

I am working on copying a bunch of files right now, and its taking me so long to do, that its just not funny.

What I have done to speed things up, is take the 2 drives and connected them to my Atari and copied them that way. The Atari took about 5 seconds, while the PC was taking about 20-25 seconds to collect the info and then probably the same again every time I grabbed a folder, but the Atari has taken something like 5 seconds to do the entire hard disk. Like I said, there is only a few files here and there on the disk that actualy need copying, but itys the searching for the files that the slow process.

This is ONLY happening on my 2 most loaded PCs with lots of RAM... It does not seem to happen with 8 or 16GB, but it does with 32 and 438GB, making me wonder if its simply filling up the RAM with files, even the ones that done actually need to be written????

I am using Windows 8.1 Pro 64Bit

It also does it on both the Sabretooth FX990 R2 , and the Rampage 5 ?

Any thoughts?
