Core 2 Duo E4300: low mulitplier

Hi

I just put in my new Core 2 Duo E4300 1.8Ghz all seems ok apart from in everest, the CPUID shows that the multiplier is set to 6x when it should be 9x So my clock speed is only 1.2Ghz. It's horrendously slow at the moment.

I have heard that this is because of Intel's Speedstep that when idle the multiplier is reduced to 6x and under load increases to 9x; however under load mine remains at 6x.

I've tried to disable Speedstep by turning the power options to 'always on', turning Speedstep off in the Bios and also disabling the C1E (enhanced halt state) in the Bios.

Maybe there are drivers I should have in order for this to work correctly? Is there anything I can do about this or should I send it back?

It's in a Shuttle SS31T barebones system.
