Core 2 Duo working better under XP or Vista?

I built a Core 2 Duo (6600) machine last year, but has not been impressed by its 2 cores. I can see both in XP, and it does use both cores to a certain degree, but when I run a heavy application (say video encoding) it will run one of the cores at 100%, and leave the other one empty for other things.. I was kinda hoping it would use both so that running a video encode would result in both being 100% busy.

Now to the question; Does dual core CPUs work the same under XP and Vista? Will I gain any performance by switching from XP to Vista? Or do I just have to sit tight for Duo core compatible applications?
 
It's not just the program - it's the codec. Not all codecs are SMP.

The newest x264 and xvid builds are multithreaded, you just need to update your apps/codecs :)

What application/codecs are you using?
