Core + OS advice

Looking to upgrade the core stuff (CPU+Mobo+RAM) in my rig and looking for bit of a sanity check as I've not been keeping up to date on gear. Would be used for streaming and moderate gaming (i.e. ultra settings in GTAV not required :P). I got a decent GPU, case, and PSU already.

Only real requirement for the mobo is atleast 5xSATA connectors on the Mobo. Aircooling the CPU so should I downgrade the Mobo to a cheaper one with less overclocking features or invest in a thirdparty heatsink and get an OEM cpu?

Is Windows 7 still the best choice for gaming? or would Windows 8.1 be worth an investment? (exclude OS from budget, it's already factored should it be needed)

Is 16GB RAM overkill?

What I'm currently looking at, so budget around the £400 +- 10%

Case - a midtower with a third party fan controller for the 80mm top fan and the 120mm front, side, and back fans
PSU - Thermaltake PurePower 680W, should be rated to handle the peak load from the hard drives spin up
HDD - 4x2TB Western Digital WD Green WD20EARS + 1x250GB Crucial SSD
GPU - Asus GTX 550 Ti 1GB GDDR5, bit dated but hoping it'll cope for now.
