In CPU-Z I notice my i3's core speed bounces from 1500MHz to 3200MHz every now and then, the multiplier also changes from x16 to x33.

Is this normal?

Speedstep is used so that you're not wasting energy and lifespan when performing simple tasks. You're guaranteed to reach full clock speed when you need it (like in games) so don't worry about it.

I would say your old one didn't use speedstep or you disabled it.
 
So it is right for it to affect the multiplier to? Just asking because I don't think it did on my old E6750.

Yes, it's just changing the multiplier to decrease the clock speed when it's idle/low usage to save power as said above - it's probably also changing the voltage too.
