Core speed only showing at 1600 MHz

I'm new to overclocking so i know pretty much nothing about it. I have a ASUS P8Z68-V LE motherboard and an i5 2500k processor.
After doing a little bit of reading i decided the safest option was for me to up the max ratio to 44, but when i checked CPU-Z it's only showing my cores as doing 1600 MHz and the multiplier on it is only showing as x16, does anyone know why?
(quick note, i'm using a corsair A50 cooler just incase that needed to be known)

Perfectly normal.

Intel SpeedStep which downclocks your processor when idle to save power.

Run Prime95 with CPU-Z open and the processor should clock up.
