Core2Extreme clock speeds not right

A friend of mine is running a Core2Extreme on Stock, but the speeds done seem to be right. Looking at CPU-Z, it's clocking at under 1Ghz.

He's overclocked it to 3.2gh'z but I think there is more there:

Any idea as to why this is not running at the speeds it should be, is the BIOS setup incorrectly. I've not seen the actual setup, we've just chatted about it over FarCry 3.
