Friend of mine is getting texts from 81002 which is costing her £4.50 each week, texting back STOP apparently isn't working so what's the next step? Contact her network?

I had this quite a while ago and they were able to refund me about £20 which was awesome. Just open a case with them and they will look in to it and refund if possible. If it has been costing your friend £4.50 a time then they should definitely be able to investigate.

Why did they start messaging her? Did she sign up for something?

I keep getting messages from domino pizzas, even tho there not charging me there very annoying and I'm not wasting my money sending the message stop back to the number

I thought Dominos and PapaJohns was through the email sign up. I get emails and texts from them but I stuck my number on the website when I signed up so my own fault.

This issue is with premium rate ones. Most of the time you can enter say a competition on TV but then they give your number to other dodgy ones that cost.

Either way they can investigate

You can forward the messages to your network so they can investigate (and forwarding the message doesn't cost you a penny).

The number is 7726 for o2/EE, 37726 for three and 87726 for vodafone.

Not true, GG use O2's SMS centres so 7726 will work on them too. sending stop will also work though, 12p might be worth it here.

I'd never send a stop message from what was an unsolicited text message, as it just tells the person who sent it that the number is live.
