First, apologies for cross-posting this issue, I have only done so in case the original thread (which is getting buried in a sub forum) is not seen by enough people who could potentially help out.
I've got two photos showing the extent of the issue:

Windows XP Safe Mode @ 800x600
I've run a few tests to try and narrow down which piece of hardware is causing this whole thing.
Have a quick browse at the original thread for more detail on what I've tried and please make some suggestions as to what it could be, or what further tests/diagnostics I could use to figure it out.
