Corsa B handbrake issue

Ok I've got an irritating issue with my corsa (96 sport 1.4 16v) and can't for the life of me figure out whats causing it.
So....handbrake decided it would commit suicide so off I trundle to get a new one (both parts) and once I had the right parts (idiots gave me the wrong part) try to fit it following the haynes manual (having done it before on another corsa in the past). Get it all connected up properly.
But when I try the 4 clicks part of the handbrake tightening it just will not tighten up enough and even at the 8 clicks stage I can still push the car with the handbrake on. Once I pull it fully on (13 clicks) it does stay put but it never used to need this many clicks and it just doesn't feel as secure.

Anyone got any ideas as this is doing my head in.
If it helps the brake pedal seems a little stiffer than usual.
And I didn't remove the exhaust heat sheild - is there another bolt to tighten hidden in there?
