Corsair CS750M PSU is always on, as in the switch on the PSU if set to off it is still on!!

Okay, I have been using this power supply for quite a while, never had any issue with it.

But today I was testing a motherboard that has a lot of RGB on the motherboard, I was installing some ram to test the slots, I had powered down the machine using windows, system shuts down..I then switched off the PSU from 1 to 0 , the LED lights stayed on...kind of expected that for say 30 seconds or so, but they stayed on, so I hit the on button on the case....the system started up !

The system will close down via the button on the case and via windows and boot up when the button is pressed.

But the PSU on / off switch does not seem to turn off the system, the button clicks perfectly....I am not trying to use any crazy paper clip trick and I have tested this with two motherboards.

the PSU is a Corsair CS750M

What could be causing this issue...PSU seems to work perfectly other than that issue.
 
Maybe they forgot to connect it to circuit in factory...:p
I mean that would have cost two extra pieces of wire and they were already cost downing in capacitors.

Though also some surge caused by lightning could weld contacts closed.
(I know a case of it doing that for switch in open position)
