Had the corsair cx750m for around 3 years now but in the last few months i got a new case and fans..
recently i noticed that my psu is the only thing i can hear and after looking online it seems most peoples PSUs (atleast the decent ones) are pretty much silent

one thing i also notice is a ticking from what i believe is the PSU fan, its not constant - it comes and goes so im assuming its at certain RPM

worth noting that my case is the phanteks entho pro m and the PSU fan intake is filtered (could be making it louder?)
suppose im just wondering if my PSU is on the way out or is it common?

all my case fans are running around 650 rpm and the only thing i can hear is the PSU

It could be the fan. Can you see if it's rubbing against anything. The CX series are not a very good psu and compromises on the quality of components where made which is why they are only rated at a extremely low 30 degrees C and only have a 3 year warranty.

A lot of the quality psu's these days have a hybrid fan that doesn't even run under a certain load/temp which is one of the reasons why they are so quiet. Better quality components that don't heat up so much and better fans with better profiles are other reasons.

interesting, i went with this PSU because of its great reviews too...

Was looking at replacing the whole thing but im not sure which PSU i would really need, i only went with a 750 on the chance i might SLI but never did

checked a few so called psu calculators but they all give different results, though i think i could safely drop to a 600-650w

any recommendations?

What does it have to power? Can you list your components please? Generally a good quality 550w psu is more than enough for a single gpu setup. I have yet to see my pc hit 300w at the wall even with the 1070 heavily overclocked while benching. Normal gaming use is around 220-250w at the wall.

As you already have the CXm though give it a check over to see if the fan is rubbing anything. See if it's free spinning and not "notchy" too. If it's 3 years old or less you can RMA it to Corsair.

RMA isnt an option as i have opened it up to check/clean the fan so voided warranty
its not that its a scraping noise, just the fan seems louder than it should be and occasionally makes a clicking sound

anyway components are
i5 4670k - with evo 212 cooler
Gigabyte GA-Z87X-UD3H
MSI GTX 970 GAMING 4G
3 SSD
12GB RAM
1 HDD
3 case fans running on mobo
1 case fan running on fan controller

I was looking at this as a possible replacement since it has the passive fan you mentioned and also a ball bearing fan, unlike the sleeved one that is in the corsair

also forgot to mention i have since ordered a replacement fan for the PSU - its identical to the one thats in there.. but im still thinking of getting a whole new one and just keeping this one for backup just incase
