Corsair H60 not working? / CPU over heating

I am getting temperatues of 80 degrees even sat in the BIOS...

CPU is AMD Phenom II 3.2 GHz

Fan is working

Pump RPM is showing at 4000 in BIOS

I re-applied thermal compound

The H60 radiator is cold to the touch and only one of the water pipes is hot (as well as the actual unit touching the CPU) this may be a stupid question but is that working as intended?

Is this new ?? I take it this is in a tower case have you moved the case and more over have you had it laid on its side or upside down ?? If you have put it back on its side with it on for a few minutes and slowly stand it back up as they do have a small amount of air in them to cope with expansion.
 
It's around 3 years old.

I hadn't moved the case until I started getting temp issues...

OK so I messed around a little bit and I can now sit on my desktop for around 5 minutes before the temps reach silly high levels. Is it definitely the cooler? I can't find the stock one to test it
