I built a new system and it is all running fine but for the last 10 days I have had a smell/fume of a electrical, it is quite overpowering after a while at my desk.

Thought it was the new pc smell but doesn't seem to be disappearing.

It seems to be coming from the psu, it isn't hot to touch and fans are not going crazy and I have had no problems with the system.

I am not using to low of power on this spec am I?

I doubt if you are pulling 350w at the wall so it's more than powerful enough. Burning smell=not good. You need to find out where it's coming from asap. Take the psu out and inspect it through the fan to see if you can see anything. Personally I wouldn't be using it.
 
That doesn't sound good. Do you know if its being triggered by something? like is the odor present while your system on idle? or it only start the burning smell when you put your system under load?

Best is to find out where the source is.
