Corsair TX650W V2 fan noise

I've recently bought the Corsair TX650W V2 PSU. Spent a lot of time on research as I was looking for quiet PSU to match the rest of my components. The main goal was to have as silent rig as possible without robbing a bank.
Read enough reviews to consider the TX650W the perfect choice as it has a big bb 140mm fan and great performance. Now, I'm not sure if that is a normal behaviour but the fan spins really fast and does make a lot of noise just 10min of working in idle. At powering the PC it is fairly silent but after a few moments it is the loudest thing in the whole rig!
Is this normal?

CPU Cooler: Zalman CNPS10X Flex CPU Cooler
PSU: Corsair Enthusiast Series TX 650W V2
