corsair TX850m will it power any graphics card out there?

I know 850w is plenty!, but is this decent enough to power say a 970 or 295x2 correctly as I know a lot comes down to the rails etc

Short answer, yes. It has a single 12v rail of 840w so more than enough for a 295x2, SLI 970's or even 980's.
