corsair value select memory

I have 2 x 512mb dual channel modules i have just purchased (200mhz) in my bios these are sitting there at 400mhz but under CPUZ they are only running at 128mhz ! i'm a bit baffled with this so any help on if my bios is incorrectly set upo would be great

system is

AMD 3000 64Bit
Asrock Dual Sata Mobo
2 x 512 Mb Corsair value select memory

the cou is running at 1.8 Ghz as it should .

Edit Bios is 1.5 on the mobo

make sure your not using a devider

im not familiar with the board, but check for memory, should be at 200mhz, 1:1, or something similar.
